Captain Boomerang was a criminal, originally from Australia but based in Central City. Like many of Central City's criminal element, Boomerang frequently ran afoul of the Flash. He later joins the Black Marauder's Legion Of Villains in hopes of destroying the Flash. And is also a member of his strike team.
